Heat cable — self-regulating or constant-wattage, "tape" or "cable" — only melts escape channels through a dam so trapped water can drain. It does not stop the dam from forming.
The permanent fix is in the attic, not on the roof: air-seal the attic floor, add insulation, and ventilate the deck so the roof stays cold and the snow never melts from below. Do that first.
